Abbreviation for Localization Industry Standards Association. An organization whose members are companies and others involved in the field of localization, acting to set standards in this field and to promote international business activity by adapting products and services to target markets.

A combination of a language and a particular geographic region (usually a country) where the culture is distinctive enough to merit the use of different terminogy and design practices.  Locales usually have character sets suited to representing their scripts, and custom fonts for their character set.

Localization is the process of adapting product elements to the specific cultural preferences of the target market. These elements consist of the functionality, user interface (UI), on-line help, and multimedia files. The main objective of localization is for the localized version not to be recognizable as a "translated" product, but to appear as one that has been developed in the local language.
The localization process consists of translation of text strings in the user interface (dialogs, menus, messages etc.) and adaptation of culture-specific items, such as symbols and images that may be deemed inappropriate in certain countries.
